National Cybersecurity Law: Initiative underway

The Senate Digital Rights Commission is preparing the design and analysis of new legislation focused on strengthening digital protection in Mexico.


The proposal seeks to update laws on issues such as freedom of expression on the internet, e-commerce, and digital government.

Luis Donaldo Colosio Riojas, president of the commission, reported that working groups, courses, and training workshops on computer security will be held in October. These activities are part of Cybersecurity Month, with the aim of raising public awareness about online risks and crimes.

In November, discussion forums on digital rights will be held to review the General Law on Digital Rights. These meetings will be supported by other Senate committees and the Agency for Digital Transformation and Telecommunications.


Colosio pointed out that the activities also include the organization of roundtable discussions to prepare the ruling on three initiatives that are currently before committees and are aimed at consolidating the future National Cybersecurity Law.

In addition, a workshop entitled “Legislating with a gender perspective in the digital ecosystem” will be promoted, which will seek to encourage senators and technical teams to integrate gender equality into digital regulations. This training will be carried out with the support of the feminist organization Mujeres por más mujeres (Women for More Women).


Artificial intelligence and user protection


For his part, Senator Eugenio Segura Vázquez stressed the importance of drafting a document that includes cybersecurity and artificial intelligence issues, so that it can be integrated into the USMCA public consultations.


The legislative agenda also includes strengthening the protection of users' digital rights and implementing security measures on digital platforms, mobile applications, streaming services, and social networks, especially for children and adolescents.


Mexico faces the digital challenge


The creation of a National Cybersecurity Law not only responds to a local need, but also aligns with international efforts in the area of digital security. Countries that have already strengthened their regulatory framework in this area serve as a reference for Mexico, where data protection, cybercrime prevention, and the regulation of new technologies are becoming increasingly urgent.


With these initiatives, the Senate seeks to lay the foundations for a more secure, inclusive digital environment that is prepared to face the challenges of the technological age.
