National Cybersecurity Plan in Mexico

The Mexican government announced the creation of a National Cybersecurity Plan to be developed over the next five years. The goal is to strengthen defenses against cyberattacks that put sensitive information at risk, as well as to ensure greater connectivity in rural areas.


According to the official assessment, in 2022 alone, the country faced billions of cyberattack attempts.

These events have demonstrated the vulnerability of key institutions of the Federal Public Administration, including incidents in strategic sectors such as finance, energy, and national security.

Why a National Cybersecurity Plan?


The proposal seeks to provide the country with a comprehensive policy that will:


  • Improve early detection of threats.

  • Develop technical and operational capabilities in public institutions.

  • Implement mechanisms for analysis, containment, and recovery after incidents.

  • Strengthen cybersecurity infrastructure and services at the national level.


The plan also includes the creation of technical guidelines and operating manuals with international standards to guide prevention, correction, and response to cyber incidents.


Internet access as a priority


In addition to digital security, the project includes a strategy to expand internet coverage in marginalized communities. The goal is to increase internet access from 68.5% to 90% of the rural population, with a special focus on indigenous communities and highly marginalized areas.


Currently, while urban coverage reaches almost all households, in rural areas the figure is just over 60%, and in indigenous communities it is only around 46%. This creates digital exclusion and limits access to online education, remote health services, and job opportunities.


An example for Mexico in the region


Although this plan is focused on Mexico, it can serve as a reference for other countries in the region facing similar challenges: high rates of cyberattack attempts and inequality in internet access.


The Mexican experience can pave the way for more robust digital governance models and technological inclusion strategies that reduce social gaps.
